16TH MEETING OF THE BUREAU OF THE EAST AFRICAN COMMUNITY SPEAKERS: SOUTH SUDAN

Since 2006, EALA has had its autonomous administrative and financial management. However, the Council of Ministers has been opposing this for several years because it has always obstructed the submission of the case to the Summit of Heads of State.
The use of Kiswahili and French as official languages of the community alongside English in the East African Community in a legal manner has always been a major ongoing challenge.

These are the challenges highlighted in the technical report produced by the East African Legislative Assembly (EALA). This technical report, presented by the Secretary-General of EALA, described the obstacles faced by the institution in its operations. Adopted at the meeting, the report will be submitted to the coming Summit of Heads of States for approval.

As a matter of fact, it was held on November 16, 2023, the 16th meeting of the Bureau of the East African Community Speakers in Juba, South Sudan, with the participation of a Burundian delegation led by the Speaker of the National Assembly, the Right Honorable Gelase Daniel Ndabirabe.
With regard to the establishment of the Bureau of Speakers from EAC and EALA Member States to facilitate the work of this institution and the collaboration of national parliaments, it was decided that the matter would also be submitted to the next Summit of Heads of State to be held in Arusha in the United Republic of Tanzania for assessment and approval.

With regard to the contribution arrears, the Speakers of the Chambers are called upon to encourage their respective Heads of State to take this obligation into account when preparing their respective annual budgets. Member States should, in accordance with the provisions of the EAC Treaty, make an equitable contribution to the Community’s budget, which also provides for additional funding from development partners.

Speaking on behalf of the Burundian Parliament, the Right Honorable Gelase Daniel Ndabirabe, Speaker of the National Assembly of Burundi, proposed an organizational chart comprising: a Summit of Heads of State, a Meeting of Speakers of Chambers within the East African Community, and a Council of Ministers.

The motion was taken into account and will be submitted to the next Summit of the Heads of States of the East African Community for approval. In doing so, this hierarchical structure could resolve the problem of the lack of connection between national parliaments and EALA, which is supposed to present its activity reports to them on a regular basis. The organizational chart will also correct the authority that ministers responsible for East African Community affairs in each member state have over parliaments referring to Articles 14 and 15 of the EAC Treaty.

At their 16th meeting, the Speakers of the national Parliaments of member States of the East African Community took a decision on the EALA interparliamentary games, stipulating that these games will henceforth be restricted to parliamentarians.
According to the calendar drawn up by EALA, the 13th edition of the interparliamentary games will take place in Kigali, in the Republic of Rwanda, from 7 to 19 December 2023. The next editions, the 14th and 15th, will take place in Kenya and Tanzania respectively.
