On Wednesday, February 15, 2023, the Bureau of the National Assembly under the chairmanship of the Right Honorable Daniel Gélase Ndabirabe, Speaker of the National Assembly, received in audience a team of Indian technicians from two companies Shah Technical Consultants Pvt. Ltd and CCBA Designs Pvt. Ltd who came to present a study on the viability of the construction of buildings for the parliament and ministries in Gitega. They were in company with the focal point of the project within the ministry of the Infrastructures, and president of the management unit of this project, to exchange on the update of this study.

On the agenda were the presentation of the plan for these buildings and the updating of a feasibility study of this plan. The team would also like the Bureau of the National Assembly to make a review on this framework, followed by recommendations to be taken into account for the finalization of this study.
For the building that will host the parliament, two ponds will be built on both sides, right at the main gate of the building, and according to the Indian philosophy, these ponds symbolize the peace and prosperity of a country. Within these buildings, the back yard area will be embellished with gardens in the form of mountains, which, according to Indian philosophy, symbolize the protection of a country. Car parking capable of accommodating more than 600 vehicles and sports fields have also been included in the master plan. It should be reminded that the Intermediate Report of the said project was presented by the same architects to the Bureau of the National Assembly on December 22, 2022 with the Bureau’s recommendations which have been taken into account for this current report.

In the front side of the ministerial buildings, there will be special pavements for pedestrians and for parades during the national parties, while the back side of the buildings will be reserved for vehicle lanes and car parks.
It is worth mentioning that these buildings will have a lifespan of more than a century and will be constructed in such a way that energy consumption will be greatly reduced. For example, to avoid using more air conditioners, the use of glass in the construction of these buildings will be decreased as glass is a source of heat gain.

A series of questions related to this plan were asked by the Bureau members for further clarification.
The first question was about the use of water collected from the buildings and the possibility of using that water for the benefit of the neighboring population for irrigation.

The answer was that rainwater will be collected in the ponds. A quantity of this water will be purified to be used in the various departments of the parliament and another will serve in watering the gardens.
The second question concerned the quality of the trees for the gardens. As the answer given, the team reassured the Bureau of the Assembly that the trees and flowers in the gardens will be of good quality.
In conclusion, the Rt. Hon. Speaker of the National Assembly warmly thanked the team of Indian technicians for their noble master plan and the philosophy behind it.
