Voted unanimously, the draft law on statutes of non-commissioned officers of Burundi National Police was the subject of the plenary session of Tuesday, December 14, 2021. As for the bill on statutes of officers of Burundi National Police, to which it follows, the title of the bill under consideration was amended as follows: "Bill amending the law n˚1/17 of December 31, 2010 on statutes of brigadiers of the Burundi National Police".

Among other innovations, the Minister of Home Affairs, Community Development and Public Security, Chief Police Commissioner Gervais Ndirakobuca noted Article 44 of the bill which lists in ascending order the ranks of non-commissioned officer (6 ranks) under a new nomenclature, successively in the order of:
1. Police Sergeant; 2. 1st Class Police Sergeant; 3. 1st Police Sergeant Major; 4. Police warrant officer; 5. Police Chief Warrant Officer; 6. Major warrant officer.

In addition, the period for promotion to the rank of non-commissioned police officer has been extended to 5 years, except for promotion to the rank of 1st Class Sergeant of Police, which is 2 years.
Articles 118 and 122 were the subject of debate.
Article 118 reads as follows
The age limit for non-commissioned officers in active service is set at 50 years.

A two-year renewable extension of the career is granted upon request of the non-commissioned officer.
Retirement is published by the Ministry having the National Police in its missions.

Article 122 states:
Any police non-commissioned officer who has reached the age of 45 shall be entitled to an old age pension without prejudice to article 118 of this law.
In the case of permanent termination of service, a police non-commissioned officer who has reached the statutory retirement age shall be entitled to a retirement pension without prejudice to Article 118 of this law.

The plenary agreed that the old-age pension is referred to in clear and appropriate terms as an early pension. On the other hand, the retirement age is actually set at 54. The basis of calculation is that the retirement age limit is 50 with a renewable two-year career extension.
Firstly, an early retirement pension for having reached the age of 45; secondly, a salary in due form because they had not yet reached the age limit of 50 years or else enjoying the two-year renewable extension period.

The current Government has put everything back in order, to the great displeasure of these usurpers, whose grumbling has been carried far. They even put forward the principle of acquired rights, which is completely false, according to the Minister of Home Affairs, Community Development and Public Security, CPC Gervais NDIRAKOBUCA.

The population appreciates the services of the Military Hospital of Kamenge to such an extent that it is overflowing, revealed the First Deputy Speaker of the National Assembly who in turn complimented before asking for the progress of the construction project of a police hospital. Without doubt, the latter will relieve congestion in the HMK.
The project is said to have been completed, as evidenced by the partnership agreement between the Burundi National Police and the architects.
Only the covid-19 pandemic has hampered everything.

The plenary recommended that the Government set up a tripartite committee made up of representatives of the Ministry of the Home Affairs, Community Development and Public Security, the Ministry of Finance, Budget and Economic Planning and the Ministry of Public Health to analyse the timely payment of the 20% MFP subsidy.
It turned out that this delay in payment has a negative impact on the functioning of health structures, which have a critical shortage of medicines, including serum, which is supposed to be a hospital drug extremely important. In the end, it is the citizen who pays the price since he buys everything.

It has been noted that the hospitals and health centers in Bujumbura are the first to be served, to the detriment of those upside country.
