Matongo : Celebration of the communal festival, August 2023

The Right Honorable Gelase Daniel Ndabirable, Speaker of the National Assembly, in his position as an active participant in the promotion of community development, took part in the collection of rubble stones for the construction of a meeting hall in Matongo, his home commune, Saturday, August 5, 2023. This initiative is a testimony to his commitment to improving the living conditions of the local population, as well as his constant concern to promote the country’s socio-economic development. His active participation in that community activity is an inspiring example for all citizens who wish to contribute to the development of their community.

The Right Honorable Gelase Daniel Ndabirable, reminded the population that the territorial division of the country was recently modified, reducing the number of provinces from 18 to 5. This decision was taken with a view to optimizing the efficiency of the public administration and facilitating the implementation of coherent public policies tailored to local needs. The Right Honorable Ndabirable therefore invited the population to take note of the new territorial organisation and to become actively involved in the carrying out of the public policies that will result from it, for the well-being of all citizens.

Some provinces will have new historical names, while others will keep their previous names. This decision was taken considering the importance of preserving the cultural and historical identity of each region. The historic names were chosen on the basis of their meaning and relevance to the respective region. Older names were also taken into account for their importance in the history of the region. This approach was adopted to ensure appropriate recognition and appreciation of the cultural and historical background of each province.

The Right Honorable Gelase Daniel Ndabirabe emphasized the crucial role played by the communes in local administration, hence the need for decentralization. They are the first bodies of proximity for citizens and are responsible for the management of a number of public services such as education, roads, town planning, culture, etc. The communes have been merged in order to broaden the scope of their responsibilities. This initiative aims at strengthening inter-municipal cooperation and optimize the resources available to meet the needs of citizens. The Speaker of the National Assembly announced that the 2025 elections for Members of Parliament will be held according to the old communal organization, despite the new boundaries. This decision was taken after careful analysis of the legal and logistical implications of implementing the new boundaries. The Speaker of the National Assembly stressed the importance of ensuring transparency and fairness in the electoral process, as well as the need to respect the legal provisions in the process of establishment in the best interests of the nation and its citizens.
According to him, preparations for the elections have already begun. He called on the administrative staff to work closely with the relevant authorities and stakeholders to develop an effective and efficient strategy for the upcoming elections.
