Analysis and adoption of the Bill on the ratification of the cooperation agreement between Burundi and the State of Israel

Adopted unanimously during the plenary sitting of Monday, April 24, 2023, the draft law on the ratification by the Republic of Burundi of the general cooperation agreement between the Government of the Republic of Burundi and the Government of the State of Israel will allow to reinforce the already existing cooperation relations between the two countries.
Indeed, as Captain Dieudonné Dukundane, Minister of Infrastructure, Equipment and Social Housing sent by the Government to present the bill in the plenary sitting, the State of Israel is a country with a small surface area compared to Burundi, but more advanced in some sectors that are also part of the National Development Plan (2018-2027) of the Government of Burundi. It is therefore in this perspective that this cooperation agreement will focus on the sectors of agriculture, research and development, economic and fiscal issues, trade and technical cooperation.

The State of Israel being advanced in agricultural technology, Burundi will be able to benefit from its experience, especially as the agricultural sector is one of the key priorities of the Government of Burundi.
In addition to that, the choice was motivated by the new foreign policy based on economic diplomacy whose five pillars are the attraction of foreign investment, technology transfer, trade, promotion of tourism and infrastructures.
After the promulgation, the implementation of that agreement could be done through exchange of experts, visits, meetings and workshops, exchange of information, experiences, know-how and best practices, joint research and development or any other form of cooperation agreed by the parties.

The MPs recommended that there be a rigorous monitoring, by the standing committees, of the implementation by the Government of the ratification projects adopted by the National Assembly.
